Marta Carcana

Marta Carcana is the former Adjutant General of the Puerto Rico National Guard. She served during the administration of Puerto Rican governor Alejandro Garcia Padilla from 2015 to 2017. Carcana is the first woman to hold that billet. Carcana was born in 1958 in Bayamón, Puerto Rico. She graduated from Eastern District High School in Brooklyn, New York. She received an associate degree in nursing from New York City College of Technology and a bachelor’s degree from the Metropolitan University of Puerto Rico. She would also receive her master’s degree in business administration from the University Central of Michigan in Puerto Rico. Marta Carcana began her extensive military career in 1986 when she received her direct commission as second lieutenant. She joined the United States Army Reserve serving as a clinical nurse in Puerto Rico. She entered the Puerto Rico National Guard in 1996. In 2001, Carcana became head nurse at PRARNG Medical Command in Puerto Rico. In October 2014, Carcana was appointed Acting-Adjutant General of the Puerto Rico National Guard, after the resignation of Brigadier General Juan José Medina Lamela. As the Adjutant General she was the Senior Military Advisor to the Governor of Puerto Rico and provided oversight to both State and Federal Missions of the Puerto Rico National Guard. She also provided leadership and management in the implementation of all programs and policies affecting more than 10,500 citizen-soldiers and airmen, and civilian employees of the three components of the Puerto Rico National Guard: Puerto Rico Army National Guard, Puerto Rico Air National Guard and Puerto Rico State Guard. She would go on to receive an MS in Strategic Studies from the United States Army War College. Over the years, Carcana has received multiple awards and decorations including the Defense Meritorious Service Medal, the Global War in Terrorism Service Medal, Army Overseas Service Ribbon, and the NATO medal. Marta Carcana was promoted to Major General (two-star rank) on February 15, 2016. Carcana is currently serving as Director, Joint Staff at the Joint Force Headquarters in San Juan, Puerto Rico.
